People were chosen from the wealthy members of society, called aristocrats; scholar officials were chosen (especially those trained in Confucian thought), appointed foreigners (qualified or not), and finally ‘friends’ of the emperor. What do you think is the best method for selecting potential candidates to ‘govern’ society (local, state, and national elections, political appointments, ‘back’ door deals, etc.)?
